As an individual author, the suggestion that, if I find my copyrighted works being illegally published and distributed in violation of my rights, I must pay the government a FEE is tantamount to the government protecting piracy and further victimizing the victims of copyright infringement.-
I think a good compromise would be that if the infringement is proven, the fee is refunded. I'm tired of being dinged everywhere I turn because someone else abuses a particular system.
